    Why do people hold vacant land out of use?

    The Center for Land Economics observes that valuable urban land is often held vacant as parking lots rather than developed. Economic research on option theory explains this behavior: landowners rationally wait for better future development opportunities, and property tax structures incentivize holding over building. Understanding these perverse incentives can guide policy changes to encourage productive use of prime land.
