A Go proposal to add a GOFIPS140=disabled compile-time option to prevent unnecessary FIPS 140 code from bloating binaries. The FIPS140 implementation adds significant overhead through indirection and unused crypto imports even when disabled via GODEBUG flags, affecting TLS, RSA, AES/GCM, and especially the random number generator.
