The banks.
They may have just shot themselves in the foot.
Banks spent months warning about stablecoins draining deposits from the banking system. The CLARITY Act had explicit protections designed to address that exact risk.
Now the bill is dead.
Crypto regulation shifts back towards SEC and CFTC, who don't need to pander to the banks for support.
