That’s the reason Congress passed the GENIUS Act: to ensure that stablecoin infrastructure, a revolutionary financial technology, will be built in America.
Ensuring that America’s community bank sector continues to thrive has been a constant focus of mine since day one. And the administration’s dual focus on enabling new digital technology to flourish and appropriately tailoring community bank regulation is key to both sectors driving U.S. economic growth together over the next several decades.
The final draft of the CLARITY Act furthers this mission. It gives the Secretary of the Treasury additional authority to act if the facts around deposit flight change to the detriment of community banks. If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected. Community banks are essential to U.S. economic performance and Main Street growth. In only 48 hours, Kalshi’s market-implied probability that the CLARITY Act will clear the Senate’s critical cloture threshold surged from approximately 30% to 50%:
+20 percentage points. Approximately 67% growth.
Now place that sudden repricing beside Newsmax host Carl Higbie’s extraordinary assessment:
“Banks would shift trillions of dollars into this market overnight. Thousands of people - maybe even you - could become millionaires overnight.”
Let’s separate possibility from promise.
The Senate vote would not automatically transfer trillions, guarantee soaring asset prices or manufacture instant millionaires. It could, however, remove one of the largest barriers restraining institutional participation: legal uncertainty.
Cloture would not enact the CLARITY Act. It would secure the 60 votes required to end procedural obstruction and advance the legislation toward debate and final passage. The Senate’s cloture process requires three-fifths support in the ordinary legislative setting.
If comprehensive market-structure legislation ultimately becomes law, banks, asset managers, custodians and corporations could gain clearer authority to custody, issue, tokenize, trade and settle digital assets. That would not force capital to move - but it could open regulated doors through which enormous capital may choose to move.
The scale is not imaginary. Bank of America CEO Brian Moynihan has discussed a scenario in which as much as $6 trillion in deposits could migrate toward stablecoins under certain conditions - an stress-case possibility, not a forecast. Yahoo Finance
So the honest conclusion is neither fear nor fantasy:
Kalshi traders are detecting increasing political momentum. Newsmax is describing the magnitude of capital that clarity could unlock. Neither guarantees the outcome. Together, they reveal the potential scale of the moment.
America may be approaching more than another Senate vote.
It may be approaching the opening of a regulated gateway between the legacy financial system and an entirely new monetary architecture.
Not guaranteed. Not insignificant. Absolutely worth understanding before the vote - not after the world reacts.
