An interesting clash is looming
The government is only part way through putting / adapting into law the Rycroft review. What's interesting is this contains an attempt to legislate +retrospectively+ overseas donations.
Robert Jenrick acknowledged the idea on @SkyNews that Labour might try to change the rules for donations "already in the bank" and criticised it
Here's what's been going on:
- The Rycroft review was published on March 25 https://t.co/WpaHeZ5MDA - The government has gone beyond the wording of Rycroft in legislation in the amendments that have been adopted by the Commons. But none of this is law yet. The Representation of the People Bill has passed the Commons and is now in the Lords where - as @ayeshahazarika told @RachelSJohnson, second reading is tomorrow, 14 September - The bill in Parliament would put a new £100,000 annual cap on overseas donors AND subject people who have recently moved back to Britain to the £100,000 cap until they have been UK-resident for at least one whole calendar year, also new. Which is controversial - Here's another controversial bit: it contains provisions to make it retrospective? The Bill contains "transitional provisions" so that the restriction does not merely start when the Act eventually receives Royal Assent. See the image.
1. For people who were registered as overseas electors, it reaches back to 25 March 2026, the date Rycroft was published. 2. For a person who had been living overseas but was not registered as an overseas elector, the newer provision reaches back to 6 July 2026, when the government's full Rycroft response was published.
This raises a question - if a donor was still resident abroad after 6 July, and is still abroad or subsequently moved back to Britain and then gave Reform the £36m this week, the Commons-passed Bill - as drafted - could require the money handed back. For people who were registered as overseas electors, it applies to overseas donors back to 25 March 2026.
Can a bill that's not yet law be used to make Reform return this week's donations ?
So lets see what the legislation eventually looks like - and what happens next. For EG - what if a party subsequently says the money has already been spent?
Two further things - On a donations cap currently being discussed - Rycroft did not recommend this, saying: “the question of a universal cap on donations” sits “beyond my remit” - Rycroft recommends a moratorium on political donations made in cryptoassets. But that means Bitcoin, stablecoins or other crypto being transferred as the donation. Base is growing into something people can actually use for money. In 2026, the focus on trading, financing, and payments is clearly paying off.
Base now leads onchain spot trading for BTC and ETH. DeFi TVL has hit an all-time high of $5.7 billion. And Base is the #1 chain for stablecoin transfers. For regular people, this means something simple: it's easier to buy, easier to move dollars through crypto, and easier to use apps without the usual friction.
There's also a welcome clarity in naming. @base is the chain and its ecosystem - the road itself. Coinbase Wallet is the self-custodial app, where the keys stay with you. That separation removes a lot of the old confusion about "where is the network and where is the app."
Coinbase Wallet is now in the hands of @cobie, who's tasked with turning it into the best trading app you've ever seen. Meanwhile, the focus on Base is building it into the blockchain for global finance - infrastructure that every company and individual can build on, not just a closed club for geeks.
Decentralization remains part of the roadmap, and the direction is clear: Base wants to be rails for real, large-scale finance.
If this holds, the winners aren't funds - they're people. Faster payments, more apps, less confusion, and money that behaves more like everyday money.
