The banks are.
Banks have long worried that stablecoins would siphon off their deposits.
Ironically, the Clarity Act sought to establish rules and safeguards precisely to address this issue.
Now, the bill is dead.
Regulatory uncertainty remains, and the growth of stablecoins won't stop.
Banks might think they’ve won a battle.
But is it possible that they’ve effectively shut a door that could have protected them?
Time will tell.

Arc is starting to remind me of the BNB memeseason
On BNB, memes that aren’t connected to CZ rarely survive for long, while attempts to port memes from other chains tend to die almost immediately
I’m seeing something similar on Arc
Judging by Circle’s positioning, they don’t seem particularly interested in making memes the main use case either
Circle is building Arc around stablecoins, payments, financial markets, RWAs, and institutional use cases - not memes
So what happens next?
