For Ethereum, it could be a major step toward turning regulatory clarity into actual network growth.
The final version includes: • Developer protections: Miners, validators and software developers are exempt from money-transmitter registration, although the safe harbor is narrower than earlier drafts. • DeFi: Protocols considered “decentralized in name only” would need to register with the CFTC. • Expanded CFTC authority: More oversight of digital commodities, exchanges and conflicts of interest. • Stablecoin circuit breaker: Treasury could intervene if payment stablecoins trigger deposit flight from community banks. • Ethics rules: Federal officials, judges, lawmakers and their spouses face restrictions on holding $15K+ interests in businesses primarily earning revenue from tokens. • Prediction markets: Explicitly unaffected.
For ETH, the most important pieces are commodity classification, staking and DeFi.
If CLARITY passes, Ethereum could get a much clearer legal foundation for: → Institutional ETH staking → More ETF products incorporating staking → Banks and custodians supporting Ethereum infrastructure → DeFi protocols building with less regulatory uncertainty → More stablecoins and tokenized assets settling on Ethereum
Ethereum already has the stablecoins, RWAs and DeFi activity.
The missing piece has been regulatory certainty. CLARITY doesn't guarantee ETH goes up tomorrow. But if it becomes law, it could change the long-term investment thesis:
ETH moves closer to being treated not just as a crypto asset, but as regulated financial infrastructure.

Institutions need deep liquidity, credible neutrality and an operating record long enough to underwrite.
