The plan: market stablecoins to retail all over the planet to bring ~$4 trillion into the treasury market. Once retail investors have been drawn in, create crypto rails so "enormous leverage" can be pumped out to all 4 billion customers

"the US is planning on marketing dollars through crypto rails all over the planet to anybody they can reach on Google Pay, Apple Pay, mobile payment phones. And my suspicion is they're going to be exceptionally generous with leverage"

Fitts notes, however, that is only one part of the plan.

La moción simplemente mantiene abierta la posibilidad de volver a intentar el mismo cloture sin empezar todo el procedimiento desde cero.

Ahora la decisión está en manos del líder de la mayoría, John Thune, que tendrá que decidir si y cuándo vuelve a llevar el asunto al pleno. (The Defiant)

Y aquí está la clave:

⏳ Quedan pocas semanas de actividad legislativa antes de que el Congreso entre en el periodo previo a las midterms.

Para que haya otro intento, primero tendría que aparecer un nuevo acuerdo político, especialmente sobre las disposiciones de ética y, en menor medida, sobre los incentivos/yield de las stablecoins.

📌 Por tanto:

❌ No hay una nueva votación anunciada para esta semana. ❌ El 49-50 NO significa que el proyecto haya sido aprobado. ✅ La reconsideración mantiene una puerta abierta. ⚠️ Pero hace falta un nuevo acuerdo para conseguir los 60 votos necesarios.

The Senate’s procedural vote failed to advance the bill after more than a year of bipartisan negotiations.

The final Republican draft included 126 substantive changes requested by Democrats, but disagreements remained over ethics provisions, stablecoins and how much enforcement power state attorneys general would actually have.

The CLARITY Act was supposed to create a federal framework defining how digital assets are regulated and divide oversight between the SEC and CFTC.

Instead, after a year of negotiations and hundreds of pages of legislation, CLARITY still couldn’t find clarity.
