Some of the new restrictions could make certain activities more difficult.
The stablecoin circuit breaker, narrower developer protections and new conflict-of-interest rules all introduce additional guardrails.
But there’s another side to this.
The political aspect might actually be more important than the bill itself.
Getting bipartisan agreement on crypto has never been easy.
Yet after more than a year of daily negotiations, Republicans are presenting this as their final offer with more than 120 Democratic demands included.
Trump also voluntarily accepting restrictions that could affect his own crypto interests is actually pretty notable.
It makes the bill harder to frame as simply being about giving crypto more freedom.
Instead, you’re getting a framework with clearer boundaries around politicians, exchanges, stablecoins and developers.
Whether the final legislation is perfect is another question.

Senate Republicans just released a revised 635-page CLARITY Act ahead of Tuesday’s critical vote.
Major changes:
1. The new text includes Trump-backed ethics rules that would bar the president and other federal officials from issuing or sponsoring digital assets.
2. Stablecoin rules now include a "circuit breaker" allowing federal intervention if community banks face widespread deposit flight into stablecoins.
3. BRCA protections were narrowed, removing language that explicitly extended protections to certain criminal cases.
4. New restrictions target conflicts of interest and affiliate trading involving digital commodity exchanges, brokers and dealers.

Selon une enquête publiée par le Wall Street Journal, la présidente de la BCE aurait directement demandé au Premier ministre grec Kyriakos Mitsotakis de ne pas donner son feu vert à la demande de licence MiCA déposée par Binance en Grèce. Une autorisation grecque aurait permis à la plateforme d’utiliser le passeport européen prévu par MiCA pour proposer ses services dans l’ensemble de l’UE.
Le dossier aurait pourtant été très avancé, le WSJ rapporte que Binance préparait déjà son implantation à Athènes lorsque la situation s’est retournée.
Parmi les préoccupations attribuées à Lagarde figuraient notamment l’historique de conformité de Binance aux États-Unis ainsi que la place croissante des stablecoins en dollars face aux ambitions européennes autour de l’euro numérique.
