Greg. This is my READ, and here's how I think it fits together.
The gold is already sitting there. 261 million ounces, still carried on the books at $42.22 an ounce under a 1973 law.
Step 1: Reprice it. Treasury moves gold from $42.22 toward market. The Fed holds gold certificates against that metal. Raise the price and Treasury can issue new certificates against the same gold. That's close to a trillion dollars in new money without a vote, a tax, or new debt.
Step 2: Seed the fund. That gain becomes the capital for the sovereign wealth fund. EO 14196 already ordered the plan, and EO 14233 already said reserve assets get acquired "budget-neutral." Gold revaluation is the budget-neutral source.
Step 3: Fix both ends of the debt. Short end: the GENIUS Act forces every regulated stablecoin to hold T-bills of 93 days or less, so the world's dollar demand becomes a built-in buyer of our short debt.
Long end: buybacks are already retiring 20–30 year paper. Replace it with a gold-convertible long bond, paid back in dollars or gold at the holder's choice.

Step 4: The result. The stablecoin holds Treasuries. The Treasuries are anchored by gold. Bitcoin and gold sit in the fund. That is a gold-certificated dollar on digital rails, without a gold standard.
None of it is in one document. It's spread across three executive orders, a law, a Fed paper, buyback schedules, rule-makings, and one personnel move

This is the last cycle you will ever be able to buy $BTC below 100K again.
84K is cheap in retrospect. If -54% was the bottom this cycle, next cycle's bear market is likely to be -40%.
Which means if we go to 160-180K, you will never get the chance to buy 5 figure BTC again.

Next $BTC bear cycle, we may never trade below 100K again.
This cycle only deviated 16% below the prior ATH. If BTC tops at 160K-180K, even a similar deviation keeps the next bear-market low above 100K.

Bitcoin is sitting at $80,000 calming doing what it was designed to do, protecting you from that printer, you’re much wealthier than you were before
