PANews, October 1 – Coinbase's Layer 2 network Base announced the launch of Cobalt, its third network upgrade of 2026, with Validity Transactions and B20-related enhancements now deployed to mainnet.

Base stated that Validity Transactions are designed to give advanced traders more flexible control over transaction inclusion. Users can submit transactions containing validity criteria, which remain private until the conditions are met and are then automatically executed. This Cobalt upgrade also includes three B20 enhancements:

- Composite Policies: Allows token issuers to combine whitelist and blacklist rules through OR or AND logic, for example reusing a KYC whitelist and a sanctions list without having to create duplicate policies;

- Schedule Multiplier Updates: Supports issuers in scheduling corporate actions (such as stock splits) in advance, with multiplier changes displayed in user interfaces (such as wallet balances), while on-chain raw balances and transfer behavior remain unchanged;

- seizeWithMemo: Allows authorized administrators to redistribute holder balances through transfers, with the on-chain record showing the sender, recipient, amount, and memo information.
