CFTC staff updated their crypto FAQs today, adding four new answers and revising one:
Tokenized investments:
Brokers and clearinghouses can invest customer funds in tokenized versions of approved investments, if the tokens carry the same legal rights.
Tokenized government money market funds are included, with a custodian's written acknowledgment.
Swap dealers can now use tokenized money market fund shares as margin for uncleared swaps.
On-chain records:
Brokers, exchanges and clearinghouses can use blockchains to meet recordkeeping rules.
Firms can keep records only on-chain, with no off-chain copy required.
Firms on public blockchains must still be able to produce records if the network goes down.
What's unchanged:
Crypto, including stablecoins, still can't be used as margin for uncleared swaps.
The questions came from dYdX, the Blockchain Association and the Solana Policy Institute.

Die US-Notenbank hat heute zwei neue Regelvorschläge zur Umsetzung des GENIUS Act veröffentlicht.
Konkret sollen Stablecoins unter Fed-Aufsicht vollständig durch zulässige Reserven gedeckt werden. Dazu zählen insbesondere kurzfristige US-Staatsanleihen und andere hochliquide Vermögenswerte.
Zusätzlich plant die Fed:
→ einheitliche Kapitalanforderungen für Emittenten → strengere Vorgaben für Risiko-Management und Verwahrung → klare Regeln, welche Stablecoin-Geschäfte Banken durchführen dürfen → ein festes Genehmigungsverfahren für Banken, die eigene Stablecoins herausgeben wollen
Noch sind die Regeln nicht final. Nach Veröffentlichung im Federal Register läuft zunächst eine 60-tägige öffentliche Kommentierungsphase.
Damit könnte die wachsende Stablecoin-Industrie noch enger mit dem US-Anleihemarkt verbunden werden. Je größer Dollar-Stablecoins werden, desto größer könnte auch die strukturelle Nachfrage nach kurzfristigen US-Staatsanleihen werden. The @federalreserve Board opened comment today on two GENIUS Act proposals for the stablecoin issuers it oversees. Issuers would need to fully back their coins with assets like short-term Treasury bills and meet new capital and risk rules.
