Sen. Elizabeth Warren spent more than 10 minutes on the Senate floor urging a "no" vote on the CLARITY Act, saying Trump and his family "raked in $1.4 billion" from crypto ventures in 2025 alone.
Warren said that was more than any publicly traded crypto company in America made last year.
She said people who bought Trump’s crypto ventures have lost billions, including nearly $4 billion for buyers of his meme coins.
At the same time, the Senate blocked the bill on a 49-50 cloture vote, 11 short of the 60 needed to even begin debate.
No Democrats voted to proceed.
Warren said the bill would "turbo-charge Donald Trump’s unprecedented corruption," after he opened a crypto business shortly before his second inauguration, promoted crypto from office, held a contest with dinner as the prize, and appointed crypto-friendly regulators.
She said he disbanded the DOJ’s crypto enforcement team, dropped cases against companies that donated millions to his campaign, and issued multiple pardons for crypto executives convicted of serious crimes.
Republicans released a new ethics provision late Sunday night negotiated with the White House.
Warren called it a "tiny little fig leaf" written so it "will not prevent Trump from making his next $1.4 billion in crypto profits."
She said enforcement would sit with the attorney general, who she quoted as saying "I am Trump’s lawyer, not America’s lawyer," and that state attorneys general could not bring actions against the president.
Warren said Trump’s Office of Government Ethics could waive the rules with a legal opinion.
Even then, she said the text would let him keep or restructure World Liberty Financial $WLFI and his memecoin $TRUMP, create new ventures, and become “the first president in American history to own and regulate his own bank.”
Warren also said the bill would blow a "massive hole" in nearly century-old securities laws by letting non-crypto companies put assets on a blockchain to escape investor protections, putting retirement savings and union pensions at risk.
She said it would give banks a green light to use customer deposits to lend against crypto, buy crypto, trade crypto derivatives, operate blockchain nodes, and sell crypto software.
Warren cited a CoinDesk survey finding just 1% of respondents rank crypto as their top concern.
