Strategy founder Michael Saylor (@saylor) says the CLARITY Act's Senate defeat could ultimately benefit the digital asset industry.
The Senate failed to advance the legislation on September 15, with senators voting 49 to 50.
The bill sought to divide federal oversight and clarify whether digital assets are securities, commodities, or stablecoins.
Saylor argues legislation can make restrictions permanent, just as easily as it establishes new rights.
He says regulators can continue developing rules while the industry builds new financial products.

XDC Network is the only Layer-1 listed. Not an endorsement. The report says stablecoins can speed cross-border trade payments as a complement to trade finance, not a replacement.
